Vietnam's Ministry of Agriculture and Rural Affairs has issued a standardized guidelines for measuring GHG emissions as reference for determination, calculation of GHG emissions in paddy rice production. The Guidelines were published in a Handbook developed by Vietnam’s Institute of Agricultural Environment with support from IRRI, Winrock international, and SNV in 2016.

MRV Tool: How To Set up National MRV Systems

An interactive MRV Tool is provided through the International Partnership on Mitigation and MRV supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The tool provides developers and implementers of NAMAs with brief step-by-step instructions on how to develop an MRV system. The tool navigates users to the relevant information, knowledge, instruments, and publications available. The MVR Tool is available to download in multiple languages, including English, French, Spanish, and Vietnamese.

The verification of GHG emissions reduction in rice production requires the monitoring of cultivation and post-harvest practices. A questionnaire template is designed for use of farmers and post-harvest service providers to keep track of production activities and data. This template allows farmers and service providers to document their practices and provide evidence for following the recommendations to reduce GHG emissions. Based on this information, project proponents or producers can assure that the reference fields or products are produced in a conservative manner with respect to methane emissions.
